But I wanted to talk about him in a little more detail on several points:<\/p>\n<ul>\n<li>As an agronomic engineer, he quickly realized that there was something wrong with traditional development aid. Basically, it doesn\u2019t help the people who \u201cbenefit\u201d from it to help themselves (my terms).<\/li>\n<li>He therefore created a company, Performances, which does not allow him to receive grant aid (the French and those they influence are like that).<\/li>\n<li>But there are companies and there are bigger ideas. Legendre\u2019s has two major characteristics:\n<ul>\n<li>All the entities involved (those who finance and those who receive the services) have equal voice on the board of directors.<\/li>\n<li>The company tasks itself with the little things instead of big ones, for example installing small oil presses that allow the production of good on-site oil instead of limiting rural Senegalese to agricultural production and relying on distant industries for industrial processing. The main objective is to produce fuel from\u00a0<a href=\"http:\/\/en.wikipedia.org\/wiki\/Jatropha\" target=\"_blank\" rel=\"noopener noreferrer\">jatropha<\/a>, a shrub originating in the Americas.<\/li>\n<\/ul>\n<\/li>\n<li>Without grants (see above), Legendre created a partnership with a French NGO that participates in financing (and thus has a seat on the board).<\/li>\n<li><a href=\"https:\/\/i0.wp.com\/img.over-blog-kiwi.com\/0\/73\/87\/12\/2011\/10\/21\/ob_e55247_legendre11.png\"><img loading=\"lazy\" decoding=\"async\" align=\"right\" alt=\"legendre11 An Activist Entrepreneur\" height=\"235\" hspace=\"6\" src=\"https:\/\/i0.wp.com\/img.over-blog-kiwi.com\/0\/73\/87\/12\/2011\/10\/21\/ob_e55247_legendre11.png?resize=300%2C235\" title=\"legendre11\" vspace=\"6\" width=\"300\"><\/a>He recognizes the essential role played by ICTs (information and communications technologies), which helped him find the partners he works with, and that allows them to work together, as they track his on-site activities virtually.<\/li>\n<li>But he understands that producing energy encourages electricity consumption, often among lower-income populations, to the detriment to other jobs like education. The growth in mobile and television ownership pushes young people to leave home in the pursuit of another country\u2019s dreams. J\u2019en a rapport\u00e9 des enseignements sur les meilleures fa\u00e7ons de la rendre possible, de l'encourager, de pr\u00e9parer individus, entreprises et nations \u00e0 participer ainsi \u00e0 la construction de leur propre futur. Une aventure fascinante qui m\u2019a permis de rencontrer des gens audacieux, dot\u00e9s d\u2019une grande intelligence ou d\u2019un grand c\u0153ur. Parfois les deux ensembles. Je donne r\u00e9guli\u00e8rement conf\u00e9rences et s\u00e9minaires sur ce sujet dans certaines entreprises fran\u00e7aises de poids : Bouygues Telecom, CapGemini, L'Or\u00e9al, SFR, SNCF, entre autres ainsi que dans des forums moins prestigieux mais dans lesquels l\u2019assistance est passionn\u00e9e Convaincu que l\u2019am\u00e9lioration de nos villes et de la d\u00e9mocratie locale est un enjeu technologique et social majeur, je viens de me lancer dans une nouvelle s\u00e9rie d\u2019enqu\u00eates \u2013 un tour du monde en plusieurs \u00e9tapes nomm\u00e9 Participolis - sur les villes intelligentes ou qui s\u2019efforcent de l\u2019\u00eatre : 20 villes entre janvier 2014 et avril 2015. Je le con\u00e7ois comme une tension constante entre deux p\u00f4les d\u2019un m\u00eame probl\u00e8me : CitySmarting ou l\u2019effort pour rendre les villes plus intelligentes gr\u00e2ce, notamment aux technologies de l\u2019information et Participolis, le fait qu\u2019un meilleur futur pour nos villes ne peut \u00e9merger que de notre participation \u00e0 leur conception et \u00e0 leur gestion.
