According to professor Ozg\u00fcr U\u00e7kan of Istanbul Bigli University, \u201cTurkey\u2019s major contribution to the internet,\u201d goes by the ironic name of \u201cSour Dictionary,\u201d or\u00a0Ek\u015fi S\u00f6zl\u00fck<\/a>. The site has 36,000 authors, and over 10 million entries gathered into more than 2.5 million topics, or themes. It attracts 7.5 million unique visitors a month, out of a total Turkish internet population of over 30 million. It\u2019s an enormous success. Unknown outside of Turkey.<\/p>\n

The site celebrated its thirteenth anniversary February 15th. The grandfather of blogs, of Wikipedia, Facebook and Twitter, it launched even before\u00a0Urban Dictionary<\/a>, the dictionary of slang which itself has 6 million entries and was also launched in 1999.<\/p>\n

\u201cThe idea was to create a user-made dictionary,\u201d says the site\u2019s founder, Sedat Kapano\u011flu, 36. There\u2019s no review process: anyone can create any definition. Like a real dictionary, the entries are ordered numerically, but there\u2019s no limit to how many definitions there can be; they can surpass 10 thousand entries, as is the case with \u201cLove\u201d, or for the prime minister, Recep Tayyip Erdogan. The most-read definitions are ranked first. In real time.<\/p>\n

Copied Hundreds of Times<\/strong><\/p>\n

\u201cIt\u2019s not a forum,\u201d Kapano\u011flu insists. \u201cWe wanted a dialogue between ideas, not people. When a contributor leaves, the ideas and conversations remains.\u201d<\/p>\n

\u201cWe have more entries than the English version of Wikipedia,\u201d Kapano\u011flu says. \u201cBut the quality isn\u2019t the same.\u201d Jokes and false info abound. \u201cWe believe that no one has the authority to decide what stays on the site,\u201d he says. \u201cWe\u2019re neutral in terms of administrating it, and we\u2019ve become one of the largest Turkish sites to defend the freedom of expression in a country where it is threatened.\u201d<\/p>\n

Sedat never attended college, but he wrote his first program when he was 10. \u201cI taught myself,\u201d he says. \u201cI love the creative process. I have thousands of ideas. I know what to do with a computer, and I understand the web\u2019s potential.\u201d<\/p>\n

He worked for Microsoft in Seattle for 5 years (2005-2009) without anyone really seeming interested in his site. Until the day he realized he was making more money through advertising on his dictionary \u2013 only one ad per page \u2014 than through working at one of the largest software companies in the world. \u201cThat happened when I considered it more of a hobby. And then it started to make more money than I earned with my salary. I had to make a decision.\u201d<\/p>\n

Since his return to Turkey, he\u2019s asked with increasing frequency to reveal the IP addresses of anonymous posters. Which explains why his office has three developers and four lawyers. Copied hundreds of times in Turkey, the dictionary has only been cloned in one other country, Azerbaijan. Why not anywhere else?<\/p>\n

He has been asked to make the site available, but Kapan\u011flu is convinced his formula can\u2019t work anywhere else. \u201cWe wanted to express ourselves, but had no space for that. The laws of physics don\u2019t apply to social media; every culture needs its own platform.\u201d<\/p>\n

It\u2019s a fascinating response, but one that professor U\u00e7kan doesn\u2019t agree with. \u201cThe format can be entertaining anywhere,\u201d he says.<\/p>\n

If the culture of Harvard students can spread across the globe, it\u2019s either because we\u2019re all American teenagers or because the most particular cultures have the potential for dissemination.<\/p>\n

On the condition, no doubt, that they have a Napoleonic drive and the economic resources needed to succeed\u2026<\/p>\n

Un cycle complet \u00e0 la suite de quoi j\u2019ai trouv\u00e9 que m\u00eame \u00e0 Silicon Valley on peut se r\u00e9p\u00e9ter. En fait j\u2019ai la bougeotte. De retour en Europe (2010), j\u2019ai lanc\u00e9 un tour du monde de l\u2019innovation, le projet Winch 5 -- 45 villes, 32 pays entre septembre 2011 et octobre 2012 - enti\u00e8rement consacr\u00e9 \u00e0 l'\u00e9tude des conditions \u00e9conomiques, financi\u00e8res, culturelles et sociales du d\u00e9veloppement de l'innovation. J\u2019en a rapport\u00e9 des enseignements sur les meilleures fa\u00e7ons de la rendre possible, de l'encourager, de pr\u00e9parer individus, entreprises et nations \u00e0 participer ainsi \u00e0 la construction de leur propre futur. Une aventure fascinante qui m\u2019a permis de rencontrer des gens audacieux, dot\u00e9s d\u2019une grande intelligence ou d\u2019un grand c\u0153ur. Parfois les deux ensembles. Je donne r\u00e9guli\u00e8rement conf\u00e9rences et s\u00e9minaires sur ce sujet dans certaines entreprises fran\u00e7aises de poids : Bouygues Telecom, CapGemini, L'Or\u00e9al, SFR, SNCF, entre autres ainsi que dans des forums moins prestigieux mais dans lesquels l\u2019assistance est passionn\u00e9e Convaincu que l\u2019am\u00e9lioration de nos villes et de la d\u00e9mocratie locale est un enjeu technologique et social majeur, je viens de me lancer dans une nouvelle s\u00e9rie d\u2019enqu\u00eates \u2013 un tour du monde en plusieurs \u00e9tapes nomm\u00e9 Participolis - sur les villes intelligentes ou qui s\u2019efforcent de l\u2019\u00eatre : 20 villes entre janvier 2014 et avril 2015. Je le con\u00e7ois comme une tension constante entre deux p\u00f4les d\u2019un m\u00eame probl\u00e8me : CitySmarting ou l\u2019effort pour rendre les villes plus intelligentes gr\u00e2ce, notamment aux technologies de l\u2019information et Participolis, le fait qu\u2019un meilleur futur pour nos villes ne peut \u00e9merger que de notre participation \u00e0 leur conception et \u00e0 leur gestion.
