In some ways, Lebanon\u2019s situation\u00a0 (10,000 km2, 4.2 million inhabitants) resembles Cuba\u2019s. The army is in Lebanon, but the population is spread across the globe, the market extends across the Arab world, the economic capitol seems to shift towards Dubai, and its students are increasingly in the U.S., London or Paris.<\/p>\n<p>Lebanon has many positives. It has a large proportion of highly qualified citizens, initially educated at prestigious institutions like the American University of Beirut, Saint Joseph University and Beirut Arab University, which graduate numerous executives and engineers. Many of which continue their education in high-ranking European and American schools. There is also the entrepreneurial spirit and multiculturalism that has characterized Lebanon since the Phoenicians, and that integration into the Arab world hasn\u2019t minimized.<\/p>\n<p>Another advantage is that its internal divisions make Lebanon a trans-cultural laboratory, creating people particularly well-suited to understanding interpersonal problems caused by globalization. And when it comes to building a site, in Lebanon you can can easily make it trilingual: English, Arabic and French, as\u00a0 Delphine Edde de Diwanee and Cyril Hadjithomas de Keeward explained.<\/p>\n<p>Lebanon\u2019s civil society is creating innovative initiatives like the Beirut Green Project, which is attempting to create rooftop green spaces, and\u00a0 Metel Na shelta, reinventing cause pamphlets, and Twattarna.com, which facilitates debate between political powers via Twitter.<\/p>\n<p><strong>Poor telecom infrastructure<\/strong><\/p>\n<p>Outside of these strengths, Lebanon suffers. Besides the ever-present threat of war, it has a weak telecom infrastructure, placing it behind Lesotho and Uganda in download speeds, ranking 160th globally.<\/p>\n<p>\u201cIt\u2019s a serious obstacle,\u201d says\u00a0 Elie Abou Saad, head of the multimedia and web agency, Creapix.net. But there\u2019s an advantage in that. \u201cIt forces to plan around extreme conditions. It raises the quality of our work, and helps us have a global presence.\u201d<\/p>\n<p>Despite Lebanon\u2019s small population, it has a competitive advantage similar to that of much larger countries: a vast diaspora of between 12 and 15 million people, from a country that has a population of just over 4 million. The diaspora landed everywhere from Senegal to the U.S. There are more Lebanese in Brazil than in Lebanon. They\u2019re successful in their new homes. Maybe not as successful as Carlos Slim \u2013 the richest man in the world \u2013 but still. They make up a global network, with access to distant markets and, more and more frequently, a funding source for ambitious startups.<\/p>\n<p>No matter how useful it is, the diaspora doesn\u2019t solve the problem of which markets young companies should target.<\/p>\n<p>\u201cThe innovation we can create here really doesn\u2019t have platform in Lebanon,\u201d explains\u00a0 Cyril Hadjithomas, head of\u00a0 Keeward.com, a media ecosystem operating in several francophone nations and the U.S., during an informal conversation between a group of local entrepreneurs at\u00a0 Berytech.org, Lebanon\u2019s oldest incubator.<\/p>\n<p>\u201cThere\u2019s no viable business model that can limit itself only to Lebanon,\u201d Nicolas Rouhana, head of Berytech, says. \u201cInvestors don\u2019t fund companies that are only in the Lebanese market.\u201d<\/p>\n<p>Of the twenty-odd people taking part in the conversation, two said they were aiming at the global market, an ambitious starting point. Another is present in Congo and in France, due to diaspora. A handful of others were targeting the Arab market. \u201cThe goal is to sell in the Emirates. That\u2019s more than enough to start with,\u201d one says.<\/p>\n<p>But social networks clear up this complex panorama. J\u2019en a rapport\u00e9 des enseignements sur les meilleures fa\u00e7ons de la rendre possible, de l'encourager, de pr\u00e9parer individus, entreprises et nations \u00e0 participer ainsi \u00e0 la construction de leur propre futur. Une aventure fascinante qui m\u2019a permis de rencontrer des gens audacieux, dot\u00e9s d\u2019une grande intelligence ou d\u2019un grand c\u0153ur. Parfois les deux ensembles. Je donne r\u00e9guli\u00e8rement conf\u00e9rences et s\u00e9minaires sur ce sujet dans certaines entreprises fran\u00e7aises de poids : Bouygues Telecom, CapGemini, L'Or\u00e9al, SFR, SNCF, entre autres ainsi que dans des forums moins prestigieux mais dans lesquels l\u2019assistance est passionn\u00e9e Convaincu que l\u2019am\u00e9lioration de nos villes et de la d\u00e9mocratie locale est un enjeu technologique et social majeur, je viens de me lancer dans une nouvelle s\u00e9rie d\u2019enqu\u00eates \u2013 un tour du monde en plusieurs \u00e9tapes nomm\u00e9 Participolis - sur les villes intelligentes ou qui s\u2019efforcent de l\u2019\u00eatre : 20 villes entre janvier 2014 et avril 2015. Je le con\u00e7ois comme une tension constante entre deux p\u00f4les d\u2019un m\u00eame probl\u00e8me : CitySmarting ou l\u2019effort pour rendre les villes plus intelligentes gr\u00e2ce, notamment aux technologies de l\u2019information et Participolis, le fait qu\u2019un meilleur futur pour nos villes ne peut \u00e9merger que de notre participation \u00e0 leur conception et \u00e0 leur gestion. Piqu\u00e9 par la curiosit\u00e9 et l\u2019envie de comprendre ce que je sentais important, je suis all\u00e9 m\u2019installer dans la r\u00e9gion de San Francisco (janvier 1996) o\u00f9 j\u2019ai pass\u00e9 quinze ans \u00e0 enqu\u00eater sur ce qui s\u2019y faisait : l\u2019\u00e9mergence, le boom, le bust et la reprise. Un cycle complet \u00e0 la suite de quoi j\u2019ai trouv\u00e9 que m\u00eame \u00e0 Silicon Valley on peut se r\u00e9p\u00e9ter. En fait j\u2019ai la bougeotte. De retour en Europe (2010), j\u2019ai lanc\u00e9 un tour du monde de l\u2019innovation, le projet Winch 5 -- 45 villes, 32 pays entre septembre 2011 et octobre 2012 - enti\u00e8rement consacr\u00e9 \u00e0 l'\u00e9tude des conditions \u00e9conomiques, financi\u00e8res, culturelles et sociales du d\u00e9veloppement de l'innovation. J\u2019en a rapport\u00e9 des enseignements sur les meilleures fa\u00e7ons de la rendre possible, de l'encourager, de pr\u00e9parer individus, entreprises et nations \u00e0 participer ainsi \u00e0 la construction de leur propre futur. Une aventure fascinante qui m\u2019a permis de rencontrer des gens audacieux, dot\u00e9s d\u2019une grande intelligence ou d\u2019un grand c\u0153ur. Parfois les deux ensembles. Je donne r\u00e9guli\u00e8rement conf\u00e9rences et s\u00e9minaires sur ce sujet dans certaines entreprises fran\u00e7aises de poids : Bouygues Telecom, CapGemini, L'Or\u00e9al, SFR, SNCF, entre autres ainsi que dans des forums moins prestigieux mais dans lesquels l\u2019assistance est passionn\u00e9e Convaincu que l\u2019am\u00e9lioration de nos villes et de la d\u00e9mocratie locale est un enjeu technologique et social majeur, je viens de me lancer dans une nouvelle s\u00e9rie d\u2019enqu\u00eates \u2013 un tour du monde en plusieurs \u00e9tapes nomm\u00e9 Participolis - sur les villes intelligentes ou qui s\u2019efforcent de l\u2019\u00eatre : 20 villes entre janvier 2014 et avril 2015. Je le con\u00e7ois comme une tension constante entre deux p\u00f4les d\u2019un m\u00eame probl\u00e8me : CitySmarting ou l\u2019effort pour rendre les villes plus intelligentes gr\u00e2ce, notamment aux technologies de l\u2019information et Participolis, le fait qu\u2019un meilleur futur pour nos villes ne peut \u00e9merger que de notre participation \u00e0 leur conception et \u00e0 leur gestion.
