But the program, created by the Chilean government to encourage the creation of innovative companies, is worth checking out. Which I did in Santiago, on the way to Australia.<\/p>\n<p>The offer is simple and seductive: $40,000 US given to global entrepreneurs to house their startup in Santiago for 6 months. In addition to the money, they receive a one-year work visa, help opening a bank account \u2013 normally very difficult for foreigners \u2013 as well as a phone and contract.<\/p>\n<p>\u201cThe goal is to change the entrepreneurial ecosystem in Chile, and to open it to innovation,\u201d says Horacio Melo (<a href=\"https:\/\/twitter.com\/#!\/hora8\" target=\"_blank\" rel=\"noopener noreferrer\">@hora8<\/a>), the program\u2019s director. \u201cOur mental isolation stems from our geographic isolation. To break out of it, we decided to attract high-potential startups, so they start their project here.\u201d<\/p>\n<p>Candidates come from across the globe. Thirty percent are from the US, 15% are from Chile, 15% are from the rest of Latin America, and the remaining 40% form the long tail. If the candidates succeed in the selection process, they must meet 2 requirements: the founder must spend 6 months in Chile, and the startup must be something that\u2019s easily (=cheaply) developed at the global scale. The goal is to host 300 startups per year. In 2011, the full program\u2019s first year, Startup Chile received 1,600 applications from 70 countries \u2013 without spending a cent on marketing. The directors chose 320 startups from 35 countries. All activities are in English.<\/p>\n<p>Besides the startup money, the selected companies receive additional help: weekly networking events, legal aid, and contact with investors. In total, a handful of them them have already raised just under $10 million.<\/p>\n<p>The startups are required to stay six months, but can stay longer if they want. \u201cBut even if they leave, we\u2019re happy,\u201d Melo says. \u201cWe give them reasons to come back, creating a local network for them built around classes, meetings, conferences and events.\u201d<\/p>\n<p>I\u2019ve already met one of the companies incubated by Startup Chile, in\u00a0<a href=\"http:\/\/www.capgemini.com\/winch5-blog\/2012\/03\/accelerating-innovation-lebanon\/\">Lebanon<\/a>.\u00a0<a href=\"http:\/\/jogabo.com\/\" target=\"_blank\" rel=\"noopener noreferrer\">Jogabo<\/a>\u00a0lets people organize local football matches. Among the others that look like possible successes,\u00a0<a href=\"http:\/\/inbed.me\/\" target=\"_blank\" rel=\"noopener noreferrer\">Inbed.me<\/a>, created by an Argentinian team in New York, lets users reserve a hotel room, while at the same time connecting them to other travelers in the same city or neighborhood.\u00a0<a href=\"http:\/\/www.safertaxi.com\/\" target=\"_blank\" rel=\"noopener noreferrer\">SaferTaxi<\/a>makes taking a taxi \u2013 an extreme sport in Latin America \u2013 less dangerous.<\/p>\n<p>The biggest challenge seems \u2013\u00a0<a href=\"http:\/\/winch5.blog.lemonde.fr\/2012\/01\/11\/parier-sur-linnovation-ailleurs-parier-autrement\/\" target=\"_blank\" rel=\"noopener noreferrer\">as Kohavi remarked<\/a>\u00a0(Article in French) \u2013 to be convincing local investors to invest in these promising, yet risky, startups. J\u2019en a rapport\u00e9 des enseignements sur les meilleures fa\u00e7ons de la rendre possible, de l'encourager, de pr\u00e9parer individus, entreprises et nations \u00e0 participer ainsi \u00e0 la construction de leur propre futur. Une aventure fascinante qui m\u2019a permis de rencontrer des gens audacieux, dot\u00e9s d\u2019une grande intelligence ou d\u2019un grand c\u0153ur. Parfois les deux ensembles. Je donne r\u00e9guli\u00e8rement conf\u00e9rences et s\u00e9minaires sur ce sujet dans certaines entreprises fran\u00e7aises de poids : Bouygues Telecom, CapGemini, L'Or\u00e9al, SFR, SNCF, entre autres ainsi que dans des forums moins prestigieux mais dans lesquels l\u2019assistance est passionn\u00e9e Convaincu que l\u2019am\u00e9lioration de nos villes et de la d\u00e9mocratie locale est un enjeu technologique et social majeur, je viens de me lancer dans une nouvelle s\u00e9rie d\u2019enqu\u00eates \u2013 un tour du monde en plusieurs \u00e9tapes nomm\u00e9 Participolis - sur les villes intelligentes ou qui s\u2019efforcent de l\u2019\u00eatre : 20 villes entre janvier 2014 et avril 2015. Je le con\u00e7ois comme une tension constante entre deux p\u00f4les d\u2019un m\u00eame probl\u00e8me : CitySmarting ou l\u2019effort pour rendre les villes plus intelligentes gr\u00e2ce, notamment aux technologies de l\u2019information et Participolis, le fait qu\u2019un meilleur futur pour nos villes ne peut \u00e9merger que de notre participation \u00e0 leur conception et \u00e0 leur gestion. Mes articles et chroniques ont \u00e9t\u00e9 publi\u00e9s par plus de 100 m\u00e9dias sur quatre continents dont Le Monde, El Pa\u00eds (Madrid), Reforma (Mexico), The Next Web (Amsterdam) et Folha de S\u00e3o Paulo (Br\u00e9sil). J'enseigne aussi \u00e0 la Paris School of International Affairs de l'Institut d'\u00c9tudes Politiques de Paris et \u00e0 la WebSchoolFactory. Je donne r\u00e9guli\u00e8rement conf\u00e9rences et s\u00e9minaires sur ce sujet dans certaines entreprises fran\u00e7aises de poids : Bouygues Telecom, CapGemini, L'Or\u00e9al, SFR, SNCF, entre autres ainsi que dans des forums moins prestigieux mais dans lesquels l\u2019assistance est passionn\u00e9e Convaincu que l\u2019am\u00e9lioration de nos villes et de la d\u00e9mocratie locale est un enjeu technologique et social majeur, je viens de me lancer dans une nouvelle s\u00e9rie d\u2019enqu\u00eates \u2013 un tour du monde en plusieurs \u00e9tapes nomm\u00e9 Participolis - sur les villes intelligentes ou qui s\u2019efforcent de l\u2019\u00eatre : 20 villes entre janvier 2014 et avril 2015.
