The entire system in California is based, for solid economic reasons, on the speed of conception, execution and exit strategy (M&amp;A or IPO). Its built into the way apps are developed, with the notion of a beta version being to get a product on the market as soon as possible, fine-tuning it with user input.<\/p>\n<p>It\u2019s a different story in the places I\u2019ve visited. In Recife, Brazil, Silvio Meira, a computer-science professor who played an integral role in making the city the third most important technology hub in Brazil, behind S\u00e3o Paulo and Rio De Janeiro, says, \u201c<em>It took Silicon Valley 30 years to become Silicon Valley. India has been working on Bangalore\u2019s development since this 70s. You can\u2019t just wave a magic wand: you need to train tens of thousands of engineers, and learn how to execute systematically<\/em>.\u201d And always, you need to kindle an entrepreneurial spirit.<\/p>\n<p>In Jakarta, Indonesia, Rama Mamuaya, the founder of\u00a0<a href=\"http:\/\/dailysocial.net\/\" target=\"_blank\" rel=\"noopener noreferrer\">DailySocial<\/a>, took me to an incubator called Merah Putih. He told me that startups stayed there a long time, a year-and-a-half or longer. \u201c<em>Most are founded by really young people who have no business experience, like me. Our goal is to create stable businesses. There\u2019s no time limit for that<\/em>.\u201d<\/p>\n<p>In Mumbai, India, entrepreneur and investor Vishal Gundal has also studied Silicon Valley. Not only does \u201c<em>what takes 2 years in the U.S. takes 4 or 5 years here, and the long tail, 7 to 10<\/em>,\u201d he says, but the things only begin to build speed after one or two startups succeed, when a lot of young people want to follow that example and launch themselves into the entreprenurial adventure.<\/p>\n<p>This idea is also taken up by Poyni Baht, the director of SINE, an incubator founded in 1999 at the Indian Institute of Technology. \u201c<em>We don\u2019t have role models<\/em>,\u201d she says. \u201c<em>We don\u2019t have enough successful entrepreneurs to grow a community. There\u2019s limited expertise, and failure is still taboo. It\u2019s all about the ecosystem<\/em>.\u201d<\/p>\n<p>Mahesh Samat, formerly head of Disney India, is convinced that \u201c<em>Emerging markets don\u2019t grow up overnight. It didn\u2019t happen like that in the U.S. or Europe. Emerging markets will follow a normal curve \u2013 rapid growth is an exception<\/em>.\u201d<\/p>\n<p>Money isn\u2019t really the problem. It\u2019s everywhere, but the people who have it aren\u2019t comfortable with risk and don\u2019t have faith in the intangible knowledge economy. They would rather \u201cgive it to an idiot son than to someone worthy but unknown,\u201d says Mahesh Murthy, an entrepreneur and investor, who is himself from a Brahmin family. Things will change, but only through with the advent of old-moneyed digital natives.<\/p>\n<p>The importance of time in the development of global innovation shows two things. The first is that the desire to move fast is perhaps a trap, both for regions that want to imitate Silicon Valley and for foreign investors who insist on applying their local model in other regions.<\/p>\n<p>The second is that the world might flat, but it\u2019s definitely not smooth. It\u2019s polychromatic, working at several speeds at once. Innovation needs money, organization, financial growth, but in order to go forward, it has to interrogate the way some cultures and heritages change at glacial speed.<\/p>\n<p>But make no mistake, the constant behind these multiple times is that they\u2019re bubbling up everywhere.<\/p>\n<\/div><\/div>\n","protected":false},"excerpt":{"rendered":"<p>Silicon Valley\u2019s relationship with time is perhaps what separates it most from the rest of the world, from what I\u2019ve seen so far in these trips. J\u2019en a rapport\u00e9 des enseignements sur les meilleures fa\u00e7ons de la rendre possible, de l'encourager, de pr\u00e9parer individus, entreprises et nations \u00e0 participer ainsi \u00e0 la construction de leur propre futur. Une aventure fascinante qui m\u2019a permis de rencontrer des gens audacieux, dot\u00e9s d\u2019une grande intelligence ou d\u2019un grand c\u0153ur. Parfois les deux ensembles. Je donne r\u00e9guli\u00e8rement conf\u00e9rences et s\u00e9minaires sur ce sujet dans certaines entreprises fran\u00e7aises de poids : Bouygues Telecom, CapGemini, L'Or\u00e9al, SFR, SNCF, entre autres ainsi que dans des forums moins prestigieux mais dans lesquels l\u2019assistance est passionn\u00e9e Convaincu que l\u2019am\u00e9lioration de nos villes et de la d\u00e9mocratie locale est un enjeu technologique et social majeur, je viens de me lancer dans une nouvelle s\u00e9rie d\u2019enqu\u00eates \u2013 un tour du monde en plusieurs \u00e9tapes nomm\u00e9 Participolis - sur les villes intelligentes ou qui s\u2019efforcent de l\u2019\u00eatre : 20 villes entre janvier 2014 et avril 2015. Je le con\u00e7ois comme une tension constante entre deux p\u00f4les d\u2019un m\u00eame probl\u00e8me : CitySmarting ou l\u2019effort pour rendre les villes plus intelligentes gr\u00e2ce, notamment aux technologies de l\u2019information et Participolis, le fait qu\u2019un meilleur futur pour nos villes ne peut \u00e9merger que de notre participation \u00e0 leur conception et \u00e0 leur gestion.
