South Africa has some strong performers in its Internet and communications technologies (ITCT) activity, but the country doesn\u2019t seem to be making them a real part of its development strategy, and that\u2019s too bad.<\/p>\n

Let\u2019s begin with the Successes<\/strong><\/p>\n

Paypal was born from the fusion of two companies, one of which was\u00a0X.com<\/a>, created by South Africa\u2019s Elon Musk. Musk is better known today for Tesla, maker of electric sports cars, and Space X, the first private company to put a spaceship into orbit and land it safely (May 22, 2012).<\/p>\n

Mark Shuttleworth<\/a>\u00a0made a fortune when he sold his cryptography program to VeriSign. He used the money he acquired form the purchase to become the first African in space, and to create a foundation funding \u201cinnovative changes in society.\u201d He created and leads Ubuntu, the open-source and \u201cconvivial\u201d PC operating system.<\/p>\n

Mxit.com<\/a>\u00a0is a platform for chat, payment and gaming that has over 50 million users in 12 countries, mainly in southern countries . Let\u2019s add to this list the Amazon web services developed in the Cape by\u00a0Chris Pinkham<\/a>. Still, after a spending a week in South Africa, I left with the impression that IT wasn\u2019t a strategic priority.<\/p>\n

For example, consider what three of my interviewees told me.<\/strong><\/p>\n

Pontsho Maruping, director of industrial sectors at the Technology Innovation Agency in Pretoria, manages government support for innovation in energy, mining and cutting-edge manufacturing. ICTs follows the three industries in importance. \u201cTo be honest,\u201d Maruping says, \u201cI think we don\u2019t give them a more important role because we\u2019re strong in the other sectors, so we can create innovative approaches there.\u201d ICTs are appreciated for their overall contributions but, Maruping says, \u201ccoordination is definitely not as good as it should be.\u201d<\/p>\n

Across the country, Walter Baets directs the University of Cape Town\u2019s\u00a0Gratuate School of Business<\/a>. According to him, IT \u201cconstitutes a low-priced development tool whose costs of access are much less than other industries. But, he says, there \u201cis not enough thinking about how to use information technologies for social innovation.\u201d This is where he\u2019s trying to direct his students. He\u2019s in the process of creating an incubator and wants to use one-third of its space for technology companies. It\u2019s still not giving technology a strategic position.<\/p>\n

Andrea Bohmert runs\u00a0Silicon Cape Initiative<\/a>, a Cape Town start-up community, which places her on the side of those who wish the country was doing more in this area. She attributes a good part of the country\u2019s half-hearted efforts to the fact that, as a sector, it\u2019s \u201c90% white and 90% male.\u201d Therefore, it is not a priority for the government. She also says that IT is more appreciated for its enabling role while \u201cthe government\u2019s priority is in what has an immediate effect on people\u2019s lives. I wish it was different, but I understand the big picture.\u201d<\/p>\n

She is not alone in thinking this. But even worse, there is a chance that the lack of IT initiatives could contribute to reducing the country\u2019s role in Africa.\u00a0The Economist<\/em>\u00a0recently wrote about the country\u2019s chances of retaining its preeminence. Nigeria, for example, relies on its petrol supplies and the fact that its population is three times the size of South Africa\u2019s. Kenya is much smaller, but it clearly seems to be wagering on information technologies in its development strategy. This is something that will be increasingly necessary to consider in regional and global geopolitical analyses.<\/p>\n

J\u2019en a rapport\u00e9 des enseignements sur les meilleures fa\u00e7ons de la rendre possible, de l'encourager, de pr\u00e9parer individus, entreprises et nations \u00e0 participer ainsi \u00e0 la construction de leur propre futur. Une aventure fascinante qui m\u2019a permis de rencontrer des gens audacieux, dot\u00e9s d\u2019une grande intelligence ou d\u2019un grand c\u0153ur. Parfois les deux ensembles. Je donne r\u00e9guli\u00e8rement conf\u00e9rences et s\u00e9minaires sur ce sujet dans certaines entreprises fran\u00e7aises de poids : Bouygues Telecom, CapGemini, L'Or\u00e9al, SFR, SNCF, entre autres ainsi que dans des forums moins prestigieux mais dans lesquels l\u2019assistance est passionn\u00e9e Convaincu que l\u2019am\u00e9lioration de nos villes et de la d\u00e9mocratie locale est un enjeu technologique et social majeur, je viens de me lancer dans une nouvelle s\u00e9rie d\u2019enqu\u00eates \u2013 un tour du monde en plusieurs \u00e9tapes nomm\u00e9 Participolis - sur les villes intelligentes ou qui s\u2019efforcent de l\u2019\u00eatre : 20 villes entre janvier 2014 et avril 2015. Je le con\u00e7ois comme une tension constante entre deux p\u00f4les d\u2019un m\u00eame probl\u00e8me : CitySmarting ou l\u2019effort pour rendre les villes plus intelligentes gr\u00e2ce, notamment aux technologies de l\u2019information et Participolis, le fait qu\u2019un meilleur futur pour nos villes ne peut \u00e9merger que de notre participation \u00e0 leur conception et \u00e0 leur gestion.
